It seems to me that awarding a top prize to someone based upon simply the # of spins is kind of a silly concept, especially considering the top prize is $250. Why would you want to award someone a top prize that may have bet a minimum amount of money to get to the top. I always get a red ass when I see people racking up spins obviously off small bets. I for one would think that you would want to calculate the amount wagered into the equation.
