I know that when I joined Moneybookers I was asked if I intended to gamble. I answered "yes", and this option is available for Canada.
If you wish to contact Moneybookers, use their site messaging system, because your email will not be responded to. Some users have had success by telephone, I think as well.
Recently they changed fee schedules too, and I had to log in and agree to new terms.
I'd double check while waiting for their reply that you've verified your bank or credit card if the money you have in the account was a withdrawal from a casino. If you uploaded funds, your withdrawal method must have been verified first.

Many casinos accept Moneybookers, if it was only one casino, double check they do in fact take it, sometimes a new casino is a bit bringing it on board.
