The roof the secret service snipers were on also had a sloop meaning they didn't have direct line of sight.
Its all well and good the public shouting and pointing this guy out from a distance but it means Jack shite if law enforcement can't see the sniper "which he was to miss by the small margin he did from that distance.

But saying that snipers can be a lot further away than what this gunman was at as well. It is not unheard of for snipers to be 1000metres away from their targets.
Obviously more training is needed. So to be honest the exclusion zones and perimeters should be at least 1000 metres or more when they can be. Obviously when indoors that does not matter as much. But when outdoors it should be.
