It's allowed in the UK because there isn't anything in the regs that specifically says it isn't allowed. They've basically read between the lines and found a way to get around the BTF rules. You can expect the UKGC to rewrite that part of the legislation to close the door on this in due course. They've already said that any attempts to re-present banned game mechanics will be frowned upon.
 
They’ve done this on a few slots so far. I think Fishing Frenzy has this feature. It’s still exclusive at GVC.

Yeah the cost increases when your number of spins increases.
Starts out at 10x i think to spin the wheel and win 1 or 2 spins.
Then its 15x 20x etc, quickly becomes very very expensive to spin the wheel.

I think All Action is also at L&L. Strictly speaking, it's not a bonus buy... and the game has presumably been approved by the UGKC.
 
It's 4 scatters to trigger the bonus with the usual pay more for the chance to loose your money faster with a max 4000x win.
