Is ADR (eCOGRA) only for the UK citizens?

I'm sure CM himself know, but maybe someone else can help too.
Can non-UK citizens file complaints under ADR via eCOGRA? I can't find nothing against it in there rules, but I was told that they refuse based on citizenship.

Please accept our apologies, I only just noticed this thread.

So, to business: it is probably worth clarifying a few terms here to make this question easier to answer:

• an ADR is generally any dispute resolution service, such as we are with the PAB Complaints service we offer.
• for casinos the UKGC licenses to offer services to UK citizens they require that each and every such casino name one or more UKGC approved ADRs for dispute resolution at that casino. This is called a designated ADR. Generally speaking this applies only to UK citizens since that is the limit of the UKGC's jurisdiction.
• casinos that offer services to non-UK citizens will usually say which license those players will fall under. For instance, EU citizens are often covered by a Malta license.
• for non-UK citizens the casino may, or may not, name an ADR for players to go to. If they do not then players are generally free to take it to any ADR they like. Unfortunately there is no guarantee that the casino will respond to the ADR and/or engage in the resolution process in a meaningful way.
• one notable exception is that Malta is now also approving ADRs so a Malta-licensed casino may require you to use a Malta-approved ADR.
• another exception: Canadian players are strongly advised to use the Kahnawake Gaming Commission's dispute resolution service for Kahnawake-licensed casinos. They can go elsewhere but most such cases end up in Kahnawake's hands anyway.

So to answer your question, you need to check the casino's Terms looking in particular for the "Complaints" or "Disputes" section. You'll likely find your answer there.

That said eCOGRA has historically accepted complainants regardless of their country. If they have recently changed that policy they haven't make it well known.

About eCOGRA case: they initiated dispute, but casino (it was Betvoyager who locked player's account and confiscated all the money) told them that non-UK citizens fell under Curacao license (no European licences unfortunately), so eCOGRA stepped down.
