Anyone know of any reputable online casinos with full-pay Deuces Wild that also allows U.S. players?

Not full pay, but the best odds I've found are on Microgaming "Power Poker" (NOT single hand!) Deuces Wild games for what it's worth.

With the modifed rules, several of their games have a player edge (assuming they are fair). I'll give the casino a try soon, and will analyze results using a large number of low bets. I suspect that the results will show a high probability of not being random.

So, I take it that means you suspect this casino of having rigged software?

Yes. For example, yesterday they had a promotion with a 1.05x pay for Pai Gow instead of the standard .95x pay at other casinos or their usual 1.01x. This gives the player a small edge over the casino of ~0.13%. Today its 1.11x payout in roulette instead of the standard 1x payout at other casinos and their usual 1.09x payout. This reduces the house edge to 0.000%. Many of their games have a player edge or a negligible house edge with the modified rules.

The combination of unknown (to me) software, an extremely low house edge, and plastering a wizard of odds fair SW certification for the period July 1, 2002 to January 31, 2003 all over the place makes me suspect that they are making up for the low house edge with non-random SW that was not present in the 2002-2003 certification. Then again, they may be making money on their sportsbook and lottery and using the negligible house egde as a way of bringing players to the website.

Well I eagerly await your results aka23 and thank you for your reponses thus far.

I played most types of the games tonight and was pleasantly surprised. I was expecting obviously unfair games like at Wager21. This was not the case. Results fell within normal expectations. I made a small gain after playing a cummulative 1000+ hands on a variety of games. I recorded 500 hands of baccarat, in which I bet on banker. The results were:

Banker -- Expected 229, Actual 232
Player -- Expected 223, Actual 237
Tie -- Expected 48, Actual 31

The low number of ties was a little odd. There is less than a 1% of that happening randomly, but I suspect it was just random chance. Overall my returns on their games fell within expectations.

The SW is flash and seems decent for a smaller group. The SW is nothing compared to Microgaming, Playtech or Cryptologic. There is a fast play option in most games and a "House Way" button on Pai Gow. The game history function doesn't work. The bonus casino section has over 100 blackjack tables, each with different rules. I didn't take the time to compute the return for all of them. There are several payout choices for most of the other games as well. The common theme is a reduced house edge to very low levels, assuming the games are random. This made me comfortable choosing games that I usually avoid due to the poor house edge.

Live, phone, and email support are available. Live support was quick and helpful. The live support agent requested my password, but still answered my questions when I didn't give it.. One disappointment was the cashout fees. I suppose they have to make up for the transaction fees they get charged, if they are not making it up through casino play with the low house edge. Fees vary between $8 and $40, depending on method. Neteller is $15. You get one free cashout, but it has to be requested between 9-11AM EST on a Monday. If you wager less than 75% of your deposit, you get charged more fees. I probably won't play here again because I prefer other SW and because of the fees.

5dimes.com is amongs the most reputable sportbooks online. No need to suspect riggedness.

WSEX offers rake free poker to their customers, so they have negative "house edge" for it (programming, customer service etc. takes resources and money). These sportbooks offer these kind of services and promotions to attract customers to their main product.
