I'm sure if he was actually starving his father would have said "Here's 20 dollars for food."

I'd be more inclined to believe he was exaggerating a little about starving in the hope that it would get him his money faster.

Most parents wouldn't give their children gambling money if they were starving.

Most parents wouldn't leave their children locked in a car in a 100 degree weather outside a Las Vegas casino, but some do.
