(This is because the game has a low HA and you get a lot of pushes, meaning a fair amount of turnover at 0% HA)

Without checking through all 200+ casinos I list on my sites, I think the best deals are at RTG casinos such as iNetBet, ClubWorld, etc.
Pretty sure they have low(ish) WR and high contribution for PaiGow, but please check the terms on each site first.

The HA of Pai Gow poker is in no means small (2.7%) and also you don't get to do any turnover at 0% HA in push outcomes, FYI those pushed hands are also included in the overall 2.7% HA figure. If you exclude pushed hands from the House edge calculation like you seemed to have done in your response, then the HA figure on the remaining non-push hands is 6%.

No, push hands still count towards WR. What I tried to say is that the House edge is 2.7% against you on every bet, whether the hand actually pushes or not, so push outcomes are not "free" for you in terms of achieving playthrough.

Alternatively, if you wish, you can think of it like this: every pushed hands carries 0% house edge and every other hand carries 6% house edge.
