I suspect this is due to the forum upgrade earlier this week, where I also suspect that the add-on which resizes pictures has not been re-installed yet, or is not working.
This problem was reported in Winner Screenshots a couple of days ago.
If you use Paint (or similar) to reduce the file MEMORY size (e.g. by saving as JPEG instead of BMAP, and reducing the dimensions to 680x480 pixels max) you should be able to upload it OK.
