On April 1, 2022, the Online Gaming (Regulation) Bill, 2022 was introduced to the Lok Sabha. It is a private members’ bill by members of the Lok Sabha and the first of its kind to be introduced in the House.

The aim of the Online Gaming (Regulation) Bill, 2022 is to provide a regulatory framework for the Indian online gaming industry. Online gaming, as we all know, is on the rise. India is one of the biggest online gaming markets in the world and has the potential to be the single biggest market. Against this backdrop, it is a tough call for the House to decide how online sports, including online casinos, will be regulated in India.
 
I know absolutely nothing about the online gambling market in India, but I just did a little research and I'm amazed to find that according to the website Statistica, the market value of the gambling industry in India is nearly 1 billion US dollars and could go up to 3.4 billion US dollars in 2024.
 
The gambling laws in India are quite unique. Some states in India allow online casinos and lotteries and a lot of them dont. There is a state in India called Goa where majorities of casinos are there but these are not land based but water based. If you are trying to figure out what it means here is the explanation. Since India does not allow land based casinos gambling operators bought ships and placed their casinos inside them and when this matter went to court the operators said that gambling is banned on land and we operate on water.
 
Gambling is illegal in Maharashtra, Telengana, Tamil Nadu, Karnataka, and Andhra Pradesh. States differ on the position with regards to remote gambling. Some forbid it outright. Others regulate depending on whether it is a game of skill or not. For others it is unregulated.

Apart from rulings relating to the definition of skilled gaming chance gaming, DCI has found no evidence of court judgments, fines, prosecutions, court orders, or enforcement orders issued with respect to online gambling to date.

Gambling is legal in maharashtra. They literally have Maharashtra state lottery plus playwin was active there for many years. You are correct about other states.
