It's probably since Vegas has one of the highest suicide rates in the US.The Stardust was the last Hotel in Vegas on the strip that offered rooms with balconees.
All others have locked windows you can't even open with tools unless you take them apart...
the movie, Casino, was based on the guy that ran the Stardust and a couple other casinos. When his buddy (the Joe Pesci character) followed him out to Vegas, the murder rate there jumped 70%
