I think it's a game report showing hundreds of spins, and he's saying the wins have been sh!te. I.E. third highest 8 x stake.

I think he means he went through almost 500 spins with measly 23x win being the biggest win while the rest were 10x or lower. Of course I'm assuming he played every spin with that same 0,90€ bet.
