Going from the OP's link to the FAQ for approved countries it Shows the USA as Banned. This page was last updated on 1/9/14. I don't see anything indicating the USA is ok in ANY format.

By my reading of it, the USA is not banned. It's listed as one of the "serviced" countries (see first table, 4th column towards bottom). The wording seems to indicate that it's ok to use for online gaming:
"If you live in any of these countries, you are able to hold a NETELLER account, transact with any merchants, and have access to deposit and withdrawal options."
I'm interested but not biting yet. Any U.S. player succeeded recently in withdrawing by this method?
