I would think that they have the possibility to set it to minimum value before it is supposed to go off. Anything above that value is then random.

I doubt they would be allowed to set a minimum other than what they seed the jackpot with. It would be unfair towards those playing when it is under that limit. Thought if the chance of hitting it is 1/several billions, then the chance it getting hit in the first few millions of spins is pretty low.
