Max bet on slots going down at your favorite RTG?

I've been noticing that several casinos that used to allow max bets on slots of $100 - $125, depending on whether it's a 20 or 25 line slot has been reduced to $20-$25? Is this a sign that deposits and profits are down and maybe they have adjusted the RTP down to the lowest and the only thing they can adjust now is the max bet, to insure that they can't get hit very hard? Is this a sign that the casinos are low on money?

I definitely believe this is a good explanation. I also believe that they have done this to make the games a little fairer for the average player.

After all if 99% of the RTP is stuck up in the higher bet echelons, what chance does the poor low roller have of every seeing a return?
 
This is taking the "fun" out of the fun mode. Part of the fun was being able to bet astronomical amounts that I would never consider betting in real play! :(
