There is no way of finding out who has the lowest rtp at the moment, you have to wait for the leaderboard to be posted.

It's pretty easy to manipulate to win the weekly and the monthly, and then sit back and just dip back in for wins now and then, trying to stay out of the limelight. Nikan and Jimmy Krankie spring to mind.
