I see that my home state of TN launched a site called TN VIP Suite and one of the features on the site is that you can enter loosing scratch ticket numbers for a second chance to win cash and prizes.
Online gambling by definition from Wikipedia states the following:
Gambling is the wagering of money or something of material value (referred to as "the stakes") on an event with an uncertain outcome with the primary intent of winning additional money and/or material goods. Typically, the outcome of the wager is evident within a short period.
You can't purchase scratch tickets on the lottery website but IMO a loosing ticket is something of material value with the outcome of possibly winning something as stated by definition.
Now I see why, what I call trash can diving, whenever I'm at a convenience store I see people pop in and rummage through the trash containers looking for discarded scratch tickets.
So is this online gambling? TN isn't the only state doing this BTY. I think it is, JMO.
