Not only do they not pay out winnings but they are clearly avoiding tax as they are allowing UK players to deposit and play and furthermore are making skins that are for UK players?

The UKGC could be a possibility. But I don't think they are set up to respond to players issues. There ought to be a resource for this, but I don't think there is one that exists. I could be wrong though.
