OK I know in some parts of Europe you can now play on Facebook casinos. Does this mean any Facebook credit you have you can redeem for cash? Also if you can redeem for cash can a person from oh lets say USA gift you Facebook credits? ( those of you thinking outside the box know where I m heading with this)
Unfortunately not. Facebook credits seem only to be usable to purchase more add ons or in game content. There are many Facebook casinos that work on their own in game credits, and you can buy credits, but can never cash in - might as well be playing at Palace of Fat Chance casino
It does look like there are moves to bring out "proper" Facebook casinos in the near future, where you can also cash out winnings.
As for the US, there should be no legal issues in just playing the games for free, with no means to cash out any in game content.
I have been trying the Microgaming based Clickfun casino, and compared to actual Microgaming casinos, the Clickfun versions of the games are pretty crap. They also keep getting messed around with, such as new bonus rounds getting added, paytables tweaked, etc. They don't even have multipliers on the free spins.
The one possible thing that might make them wary of having US players involved is that you can buy in game credits to play more than the miserly free credits given away. Even without being able to cash out, one is still "gambling" non redeemable credits that started out as real money. They would also have trouble introducing forms of cash out, as this would immediately make it a regular casino.
The best to hope for is that Facebook credits will become a currency that could at least be used to purchase "real world" goods and services.
This has actually been tried before with Second Life. It was possible to convert the in game currency both ways, and there were some virtual casinos opened up. The DoJ however, put a stop to it, easy since the company who produced the game was in the US, and so were the Second Life servers.
