Not unusual for US-focused casinos. There are many trusted brands with a Costa Rica "business licence" or a weak Curacao licence.

SilverEdge Casino has one of the better Curacao licenses.

A quick Google search brought up Vegas Rush Casino and Hallmark Casino. I don't know either of them but it might help you.
