Licensing in Curaçao is the longest-running rollercoaster ride in the history of online gaming. Up until recently, they ran a “Master License” program, which meant, in practice, that (roughly) four private companies bought up the master licenses available and sold off sub-licenses to the many MANY casinos that came knocking. And then ran the show as they pleased with exactly zero oversight by anyone in the Curaçao government. In practice, what this meant was that if a given Master License wanted to run a decent shop, they had to set and enforce “the rules” themselves, but if they didn’t care and just wanted to collect sub-license fees, then that was okay too. There was no one anywhere publishing “the rules”, providing any means for players to appeal their cases when a given casino mistreated them, and there were no repercussions for the tens of thousands of complaints that piled up over the years and decades. The end result of all this was that Curaçao became both the largest single licensing body in the world AND one of the most reviled.
Finally, in the early 2020s, the government of the Netherlands was forced by the courts to do something. What followed was an arm-twisting exercise where the Curaçao government would make some bold statements about how things were going to be, nothing would happen, the powers that be in the Netherlands would start twisting arms again, and Curaçao would bleat about a “new initiative”. Rinse and repeat. Finally, there was some house-cleaning in Curaçao where corrupt officials were pushed into retirement, new officials appointed, and the whole circus tottered on.
Eventually, Curaçao announced the effective retirement of the whole Master License system and put in place government agencies to finally take some responsibility and run the show: new rules and operating principles were published, licensing fees would now be collected by the government, and for the first time in 25 years, it looked like Curaçao might actually be trying to become a respectable licensing jurisdiction. That is a work in progress, and to be fair, real and tangible improvements have been made. Curaçao is far from being a shining light in the world of casino licensing and regulation, but it’s a lot closer to being something decent and meaningful than it used to be. This story is still being written. Time will tell how far the protagonists are willing to go.
What Is a Curaçao-Licensed Online Casino
