Liberia’s National Lottery Authority has brought in a new regulatory framework that took effect on 1 October.

Online casinos now need a formal licence for the first time, at $80,000. Prediction markets get their own licence at the same price, plus a minimum paid-up capital of $500,000. Sportsbook licences stay at $90,000 for both online and retail. The minimum penalty for breaches goes up from $3,000 to $5,000, and late renewals from $500 to $1,500.

The prediction market rules are interesting given how Europe is handling the category. Contracts on the death of named individuals, criminal activity and Liberian elections are banned, but the product itself is allowed under a dedicated licence. That’s closer to Gibraltar’s approach than to the blocking we’ve seen in Spain or France.

There’s also a stronger player protection side. Marketing is banned in any media where more than 30% of the audience is under 18, digital ads must be age-gated, and paid influencers have to disclose that they’re paid. The regulator is also launching a central system to monitor transactions in real time. According to the regulator, around 77% of the market is currently unlicensed, which explains the push.
