I don't think they put the first instruction regarding bonus buys into a formal bit of regulation, hence probably by the word blueprint haven't breached any rule, the big bets in barcrest games are still there I believe, that's also a bypass to some degree, and can lead to fast losses, which must be the underlying concern ukgc have, not necessarily the form.

Been to Valletta, St. Paul’s, st Julians bay many times. It’s a gorgeous place, welcoming and friendly. If I didn’t have a daughter I’d happily leave miserable north east of England for Malta!
and corruption happens in every country, we in the uk fund Saudi who funds Muslims who blow us up. Sadly just the way it is now.
