I imagine anyone funded enough to play this game enough to win it once, probably keeps playing it and eventually wins again?

Actually I imagine a casino VIP might be too well rewarded for such play at certain casinos (not for playing the progessive, but for play/depositing in general) and hence its less costly for them to chase a progressive win, yes?

On the first point quite possibly - let's say the progressive is one red ball in a bag of billions of white balls and for each line at minimum stake you get one pick. So, playing a 25-line slot for 1c a line you'd get 25 chances. Obviously higher depositors/rollers will be playing many dollars a spin so effectively get more picks each spin and thus increase their chances significantly. Most sites are perfectly open about this and inform you that either you must play above a certain stake to have ANY chance of hitting a random (i.e. IGT jackpots) or they inform you higher stakes increase your chance but you can win on ANY stake, like RTG sites. So yes, the same high-rollers would likely win randoms more frequently.

On your second point, yes these players DO get more incentives/bonuses but in most instances you cannot keep randoms won on certain bonus funds.
