In a nutshell, yes. Those casinos that don't flush have probably never had need to train their staff to understand the term. A lot of them don't know what "reverse withdrawal" means either.
Some don't need to. Wagerworks casinos and several of the UK bookmakers for example don't have a reverse pending time anyway so it's not relevant. Intercasino used not to but now I'm told they have introduced a 24hr reverse period.

Yes, I know that some of the UK bookmakers don`t have a reverse pending option. I don`t think that Nordicbet has this option (not UK bookmaker, but an example)
My accredited casino introduced the "cancel" button last year, so players may now cancel by clicking on a button (which is quite normal). You had to contact the CS to do this before the "cancel" button appeared.
This is a big and well known Playtech casino, so I was a bit surprised that they did not know the meaning of "flushing". And that they assumed it meant to cancel my withdrawal.
