It is not a bug in my opinion. TopGame is not the best iGaming-software available. It's not for nothing that almost no licensed casinos work with TopGame software. That makes that this sort of providers are putting less conditions to casinos that want to use their stuff, because they're happy there's somebody wanting to use their software. Net Entertainment or MicroGaming do require guarantees and for sure TopGame requires less.
And also this sort of casinos want to compete with the big guys while they do not have the money to buy marketing and they do not have quality games like the bug guys do have. They give bonuses they cannot afford, they offer max. bets that can result in prizes they cannot pay out, etc...
