I've never known a slot like it at MG for just shutting down - it is common to go a thousand spins without hitting either the random or the scatter bonus round (at least for me and in another such run now)
It is obviously not random in the way we are meant to believe since it goes through phases of constantly landing the first scatter but without another unless it is on the last real occasionally.
It also plays just like TS2 in that will also give you the first 2 scatters quite often but unless you hit on the 3rd reel as well you virtually never trigger the bonus round for some inane reason (couldn't possibly be a near miss as that is illegal
at least with reputable licensing authorities) and is also fond of landing the last 2 scatters on their own.
It probably has a RTP close to other slots overall though and the fake variance will be tied into generating occasional big wins - nobody really believes the expanding wilds appear randomly do they? I mean they may to a point but it will be calculated to payout X amount over X amount of spins - algorithms and probability tables?
