That is actually a really good question! From what I can conclude, the practice in real life is "better to be safe than sorry". If the casino is not licensed in the country which the player is resident of, it will prevent opening of the account in the first place.
so for 1 example if there is uk citzen [sorry about the spelling] is living abroad they would be still classed as living in the uk then from the cashinos side as techinally if you are not in the uk there isnt any geo blocking as all you need is a prepay card of which you can register at any forgein address i.e a hotel you are staying at and so on
but it seems the ukgc has'nt really though the law through well enough but it does leave plenty of questions to answer though
