I agree with this. One of the well-known test labs even openly recommends providers running RTPs at lower levels. And they've never changed this sentence, it's been on their page since 2018.Just for clarity, it’s the game providers that will be setting the rtp, on the backend. Even if a game advertises a rtp of 94%, there’s no guarantee the game is actually playing at that.
If audits are being done, there are lots of ways around it. Providers are doing as they please and getting away with daylight robbery. Online gambling has become a total farce.
It is important to ensure that even with the best player strategy, the RTP is still below an acceptable level for each game. Source:

I'm not sure what the phrase "acceptable level" exactly means, but it could be the threshold or standard for the RTP % that is deemed appropriate under certain criteria.
So essentially it implies to me that the game can consistently run at lower than an advertised RTP, be certified, and consequently have no doubts from the Bodies. Some players will eventually complain, but it won't matter.
