Sounds like bullshit, as you are NOT in the US.
The casino is denominated in dollars, so should not have a problem handling dollars. Your BANK should not have a problem either, as they will simply apply a currency exchange when depositing the wire into your account. It would be the same whether the incoming wire was in Euros or Dollars.
Rushmore also said they couldn't pay via Neteller, which is further bullshit, seemingly intended to get rid of the simplest solution of all, paying you out via Neteller, which would have none of the problems that seem to be plaguing your bank wire, and would be pretty instant.
I also can't see how opening another account is going to make the slightest difference, other than to buy them time whilst you open this account, go through the bank's verification procedures, and get it active in order to receive wires.
It seems that yet again the accident prone Rushmore group are having "processing problems", and this time ALL players are being affected, not just US players.
This suggests that they have suffered a big "hit" from something, and one so hard that it has not just stalled payments to US players, but has reduced their liquidity to such an extent that they cannot continue supporting non-US payout methods such as Neteller, perhaps due to having insufficient money to float the merchant sides of all payout methods. Given that Rushmore ban ALL Neteller depositing players from the promotions, they probably do not get much in the way of Neteller deposits coming in, so when paying out this way have to fund their Merchant Neteller account on a regular basis from their bank, which will be receiving the bulk of bonus eligible deposits.
Since US players can't use Neteller, they are unaffected by any of this, and given that the US is their key target market, they don't want to tie up money in the merchant side of a payout method they cannot use to pay US players.
Lastly, "swift" doesn't even exist outside the US, as European banks use the IBAN/BIC system, which are presumably the details you have given them. Unless they are paying you via the US, a swift code should not be needed.
This same issue could just as easily affect UK players, as our banks will use the same IBAN/BIC system, and will be denominated in UK Pounds, not Euros. This will mean Rushmore will be telling UK players (who have to play in the US Dollar, because that's a limitation of
RTG software), that they can neither withdraw via Neteller, nor via bank wire unless they open a second Euro denominated account.
Rushmore have always managed to solve their processing problems, yet only a few weeks pass before they get hit by them yet again. They are either incredibly incompetent, or operating with insufficient funding to withstand the variance involved in operating a casino (a glut of winners wanting to be paid without enough losers in the short term to cover it). If they can't get operating credit to cover these fluctuations, we end up with "processing problems" whilst the medium term (hopefully) smooths things out.
You could check with your current bank as to whether an incoming Euro denominated wire would cause problems, and if they say this should be fine, let Rushmore know that there is no need to have another account, as your current bank will be able to handle the incoming wire in Euros.
This "can only pay Euros" is the same thing Quicktender said as they were screwing their remaining US customers who had balances there. The reason was that they had lost much of their money due to it being frozen or seized by the US DoJ. This suggests that Rushmore have lost the ability to process ANYTHING to do with the US Dollar, and this is something that their US players should be VERY worried about, as being paid in Euros is NOT an option for the vast majority of them.
Whilst they may be able to pay you (eventually), the delays US players are experiencing are down to them not being able to process in Dollars, and not down to many of the reasons they have been giving US players as to why their payments never arrive.
It seems nothing more than yet another attempt to buy time, hoping that yet again they will get lucky and be able to clear the backlog of payments. However, their run of luck cannot last forever, and sooner or later they will NOT manage to recover from one of these "processing problems".
Rushmore should set up Euro denominated casinos for the non US business, and migrate all non-US players over as fast as they can. They can then use a completely separate processing network for these casinos that should NOT suffer every time their US side runs into problems. They should have done this a while ago when it became evident that they kept on having processing problems due to them being US facing.
The US government WANT them to keep on having these problems, and as shown in the Full Tilt case, they WANT these problems to bring down the non-US part of the operation as well as the US part. This was the clear intent behind the domain seizures that went along with the seizures of monies found in US bank accounts.
