I like "Engaged Casino's", you haven't committed but testing the waters.

Seems that they're just 'other' casinos, or 'misc' perhaps. It is common practice to label the exceptions -- in this case that would be Accredited and Rogue (not 'rouge') casinos -- and leave the rest undistinguished.
