Old Chicago is not a new casino, the MG casino of this name was operating in 2006, and was one of those involved in the "illegitimate play" affair with Mini Vegas. It was then a little used casino, and although run under Mini Vegas, was not being marketed widely to new players (if at all).
The most likely explanation for the similarities is that Webbet have bought the under utilised Old Chicago casino and made it their own, inheriting the website along with it, and this would explain why some of the old Mini Vegas styling has remained.
Of more concern is the seeming inability of players to get a timely response from CS, along with no live chat and phone options. In general, casinos that only offer Email should be avoided unless there are other reasons to consider them as being good, such as being Casinomeister accredited.
Old Chicago does at least have a Casinomeister rep, but he should remember that Malta has somewhat dropped the ball when it comes to being "actively protecting the player's interests", and it is a case of trusting the casino, rather than relying on Malta to intervene should things go wrong. This is similar to the situation with Kahnawake licensed casinos.
