They also let me know that they have changed the rules now, so one type of photographic ID is ok for withdrawals.

Glad they have seen sense. The SECOND form of photo ID was never going to be very secure in terms of proving ID to the kind of standard casinos need, and even the suggested "student card" is available to STUDENTS, so would only be a CURRENT photo ID for 3 or 4 years, and thereafter would be little use. I STILL have mine, but it expired more than 20 years ago, and NONE of the information would be correct now.

When the UK government was discussing ID cards, the point was made that it should INCLUDE all our other state granted "permissions" in one card (and on one database), as this would be CHEAPER than issuing MORE than one photo document. It is the need for a photo that makes these documents so expensive to administer, so most places only issue them when ABSOLUTELY NECESSARY. The driver's license was changed to the photo form NOT so that it could be used as an ID card, but to PREVENT fraud at the driving test. With a paper license, experienced drivers were taking the exam for learner friends (or even paying customers), and this meant that drivers who did not take the test themselves managed to get full licenses. Now, it is pretty much impossible for another person to take the exam on behalf of a leaner driver, because the driver taking the test is checked against the photo on the provisional license, and if they don't match, the exam does not take place (and criminal charges could result).

Banks were told by some research that issuing photo credit cards would make it almost impossible for people to use stolen cards in shops, because they would CLEARLY not be the card's owner. The banks REJECTED this idea because it was MORE expensive that just paying out for the frauds.

Any OTHER casino thinking this rule will protect them will find it will make them look bad, by inventing a rule that a very large number of players will not be able to comply with UNLESS they start down the road of "fraud" by getting ID's "made up" to supplement, say, their passport.

Maybe this should be a poll, how many of us could ACTUALLY supply TWO forms of photo ID compared with those of us only having the one.
