Something that shouldn't have
This transaction should have been declined, but somehow it was let through and you now have an "overdraft" at Neteller "bank".
I have sometimes tried to make a deposit over my balance, due to miscalculation on my part, and it has ALWAYS been declined as Neteller simply DO NOT GIVE CREDIT!
Neteller will probably want to know how you will repay this money, rather than investigating what kind of error (exploit) allowed this to happen in the first place.
There is very little Neteller can do to enforce payment, other than use bullying tactics, and a load of bluff.
If you made the transaction, then you have benefitted from a free loan from Neteller, and should return your balance to a credit ASAP. If, however, you did NOT make this transaction, you should complain, and do NOT put more funds into Neteller until this has been sorted out.
The ONLY time I have heard of this happening before is with the USA, and was caused by deposits to Neteller being "charged back" after banks discovered that they had been made for "gambling", yet there had been enough time for the player to deposit the monies into casinos. US banks are far more powerful than casinos, and while a casino could never charge back from a Neteller player account if said chargeback put it into debit (with the risk the aggrieved player would leave Neteller with the debt), US banks were able to INSIST, leaving Neteller to chase the players for the missing monies.

I've actually had whole PAB forms that were babelfished from Polish or whatever. Talk about making no sense! You'd be better off just picking words at random from the dictionary, at least they'd be real words.
Stuff like that just makes my head hurt.![]()

I think the credit card declined the deposits that was already accepted by Netteller.
So they,neteller,charged him with the returned charge plus some fees.
From his numbers I can see he had a pretty good and established account with em.

Having some need lately to speak by phone with the telephone company, I found it both funny and pathetic they have outsourced their telephone support to somewhere in Asia (just guessing). The support staff speak English (I think) but with such a thick accent it is near impossible to understand what they are saying...............No, I am not a bigot, just think that Americans need to be able to understand the English language when it is used by support staff at the freakin telephone company!!! JMO...........
