This is standard policy with all Rival (and other software) casinos when players are given a free-chip - it's just for account verification.
IMHO it is perfectly safe for you to make a deposit and then request your withdrawal - you don't need to wager any of your own money.

However, as you are in the USA you should be aware of the possible delays you might face in actually receiving your withdrawal, as per the thread Rainmaker gave you the link for.

Also as in my case, after waiting 2 months I was paid with check. The check was Canadian.. If you withdraw to banking make sure your bank has swift code. i was using credit union which does not. Funny thing is I ended up having to open bank acct to deposit Canadian check LOL
