It would be cheaper to take the matter over to an insurance where everyone is obliged to participate and that will pay the deposits or winnings in case a casino/sportsbook... is in financial troubles reducing the risk for player funds to disappear or months for waiting for the money thus to zero. This would pay off almost immediately after implementing cause the improved image would attract more customers and therefore pay for the insurance and measures like that are especially important to counter UIGEA & Co. A neat side effect of that would be that the insurance would look at the business model closely before giving an approval thus weeding out the rogues.

I have an account with NedPlay but uninstalled the software after their payment problems started. Not sure what happens to my account.
