Don't worry too much yet. They are just incompetent, and payments occasionally get "stuck", and no-one seems to have a clue.
I recently had an issue with a withdrawal to Neteller, which failed because THEY didn't have enough money in their merchant account to pay. I complained, and the incompetent staff merely reissued the payment WITHOUT bothering to investigate, and fund their merchant account first. Naturally, it failed AGAIN, and by this time it was the FOLLOWING weekend.
It was third time lucky, but despite promises, the rep NEVER bothered to get back to me with an explanation as to why this problem was happening AGAIN after assurances to myself and eCogra (yes, I have previously raised this NSF issue all the way to the top).
Put simply, their in-house processor just keeps on making mistakes, and worse, will not accept that THEY could POSSIBLY be the ones who got it wrong.
In your case, it is quite possible this second cheque was never sent due to an "admin error", but as far as they are concerned it MUST have been sent, so you just get the "wait a bit", "wait a bit more", "wait a few more days...." from them.
It IS posible to "cut the crap" by contacting the rep, however on one occasion even the rep (David Brickman) told me he was just as frustrated as I in trying to get any kind of sense out of the processing department.
If the delay is totally unreasonable, take this to be more than one month, then you should PAB and/or go to eCogra.
