No, but I can see why they thought so. They are considering the double up as a new bet in it's own right, rather than an integral part of the game. Because this issue is ambiguous (as with 32Red saying the double up IS part of the game, NOT a new bet), the terms should specify whether the double-up is classed as a new bet, itself subject to the 25% rule, or a continuation of the existing hand, such as splits & doubles in Blackjack.
It IS an extreme example of a high risk attitude, doubling all the way to 2000, but there ARE players who play like this.
The casino should have seen this coming from past play, and dealt with this BEFORE they froze the account and decided not to pay. If they didn't think play was "in the spirit", they should NOT have waited until the player won big before saying so.
