Its seems alot of casinos are following suit. Don't be surprised that Rival that I know of has this policy. I been asking myself the same question. There is no such thing as a ND bonus unless you make a deposit. It seems the casino does not want to lose any money.

There is no deposit money, but this is definately not that what Rialto offers, and along with it all the Top Game casinos. William Hill gives real no deposit. Also Expekt casino. They had 10 free for new players promo recently. I could cash out before completing the WR requirements. They still have that bonus system that All Jackpots has. God bless them for that. I call those no deposit bonuses. This Top Game crap is not that. It will be useless for them to wait I deposit any cent. The minimum deposit amount is 25, for neteller 50. I won't pull my money down in their latrine.
