whats the difference in allowing play on any game after W/R are met than having to go through the hassle of withdrawing then having to deposit again to continue playing because it was me i wouldnt want to through that hassle

Since the bonus is CASHABLE - absolutely none! It confers no advantage whatsoever to the player if they play a different game package straight away after meeting WR, or withdraw and then redeposit and switch packages.
The term is completely unnecessary to protect against bonus abuse, it's only purpose is to add unnecessary traps for the unwary player that gives the casino the chance to apply the rule to boost profits.
It is the same as those dreaded cashback deals on mobile phones. They will give you the cashback, but the process is deliberately made complicated and full of pitfalls so that they do not end up paying out for 100% of eligible people.
A 400% and fully cashable bonus on a Playtech is too good to be true, and hence has to be protected in the same way as these mobile phone cashback deals. While the terms are sufficiently clear to allow this interpretation, they are designed as a trap for the unwary player who is simply interested in playing, rather than jumping through the correct hoops and in the correct order.
A "pro" bonus player would never trip up on that, they would be as pedantic as this particular casino - they would meet WR, then withdraw. Only when paid would they redeposit and play other games, and most likely with a loyal player bonus as well.
Well done City Club - you have just advertised a highly "do-able" SUB package for the pro "bonus seekers", who will stick to the very LETTER of your T & C, and they had damn well better get paid if they do, just as you have stuck to the letter (rather than the spirit - protection against "abuse") in order to void a cashout for a player who finished WR on a BLACKJACK bonus, and blew a mere $5 on slots, which are a cash cow for any casino, and slots play is normally heavily encouraged.
If this was a normal Playtech, and the bonus was removed rather than being cashable, only then would there be an advantage for a player to switch to a different game package rather than withdrawing after meeting WR, and this is normally from taking a slots bonus, meeting WR, and making a full balance bet on a 50/50 outcome to gain extra value from a sticky bonus.
