I don't think that eCogra handles any disputes for any sites that are not specifically approved, including when they are owned by a casino group that has other eCogra approved properties. There were threads on here and winneronline about eCogra refusing to handle Capital Casino complaints because even though they are owned by Fortune Lounge, and every other site they own is eCogra approved, Capital is not eCogra approved.

It's my understanding that Rewards is an exception to the rule and that all Rewards issues do need to go to eCOGRA, at least as a first step.
