Why do some users have 'PAB' crossed out below their username?

Sorry for all the questions, but that's what this section is for... and I like to ask questions

I see some members have PAB written (sometimes more than once) below their username. Occasionally it is crossed out.
Are these members banned from PAB'ing for a while because of recently doing so, or am I way off target?
I'm just curious (as usual).

If there is an X through the PAB, it means the PAB was not successful. I believe a green PAB is for an accredited casino, Blue is a non-accredited/non-rogue casino and Red is for the one time shot at a rogued casino. I think the list for them is in the PAB FAQs.
