I can remember many years ago when this was true (based on production costs and golf had yet to gain the popularity of tennis) in The States but certainly has not been true for the telecasts in The States for many years at least on Saturdays when the pairings and tee times are based in descending order from worst to first after the cut....For example, eventhough there was a prior 40 minute suspension of play yesterday based on weather, the telecast began as scheduled with the two leaders just getting ready to tee off on Hole #1 so even without the suspension in play the last group prolly would have been picked up beginning at #3....Although the Augusta Club basically dictates everything about the Masters, I do not think The Brits only being able to see television coverage of the Back 9 (which is news to me BTW) is based on the Augusta Club policy or the other possible reasons you mention. More likely is a Brit. media telecast decision,imo......The Kid from Nashvegas showed some guts y-day after the disaster on Amen's Corner, coming back to birdie 3 of the last 5 holes and what a break Trevor got on 15 as it is almost a given 99.99% of the time that shot rolls into the water....That said, as the saying goes The Masters really does not start to the Back 9 on Sunday, maybe the Kid will be there.
