I don't think you would have gotten the progressive even if it had hit - you didn't max bet. Isn't it 15 coins max bet ($45/spin)?

There is only 1 coin size on the game, you cant bet anymore or any less.

This hand seems pretty fishy to me, given the circumstance I think hitting the 17 was the only thing that gave me a shot but it did not work since dealer pulled another ten anyway
