Basically, like anywhere else, Korea has over-reacted when a scandel hit. The laws in Korea is everything short of a full ban on gambling. They do have legal adult video gaming houses. Basically consisting of video slot machines and video horse races. Now the only limit is that max payout can be 20,000 Won (Approx $21.50) and it is not cash. They are vouchers for merchandise.
The mofia then starting to sell altered video slot machiens and set up illegal gaming houses. These machines had a lot HIGHER payout limits. Someone would win a 200,000 Won Pot and still win vouchers. The key would be that there would members of the Mofia sitting outside waiting for people that won the jackpots, and offer to buy the vouchers for a lot lower value so they would get cash instead. This all end up indirectly linked to one of the family members of a top Korean Government offical.
So with that, they found illegal underground casinos being ran in Seoul (Millions of Dollars changed daily) and other stuff that has been turned a blind eye to. Then they turned to illegal casino websites being ran in Korea. Well the website owners turned tail and moved their servers to overseas. Then the Government tried to shut them down, of course they could not. So now they have just about banned/blocked every Casino website from access from within Korea. (BTW, there are legal casinos in Korea, but they are considered foreigner only.)
Somehow, in the fray of all this, Poker sites have remained untouched. **knocks on wood** But with the birth of the APT, and the new formation of the Korean Professional Poker Tour still in the works, I do not see that happening.
