    DGA has approved the first licence holders in Denmark

    The Danish Gambling Authority (DGA) has now started to hand out betting or/and casino licenses. A full list of licence-holders can be found here in Excel format (official DGA site). Firms to be given licences include for example Nordic Odds Limited (Nordicbet), Gnuf Limited (Gnuf, Betway etc), Hillside Limited (Bet365), Ladbrokes International Limited (Ladbrokes) and Reel Denmark Limited (Pokerstars).

    1 January 2012 Denmark opens for the new gambling market, providing gambling operators the opportunity to offer betting and online casino. A total of 38 applicants have received 55 different licences to legally operate in Denmark.

    The full list of approved licence holders is now published on the Danish Gambling Authority’s website.

    The Minister of Taxation Thor Möger Pedersen says:

    - From January the gambling market will be orderly and we will ensure that holders of a betting and online casino licence to operate on the Danish market also contribute to the society. Danes as well as the many associations supported by the gambling market can be joyful.

    The orderly market means, among other things, that all gambling operators without a licence from 1 January 2012, risk that their website or payments will be blocked.

    The new and open gambling market in Denmark has been underway since the Parliament’s decision in 2010.

    On Tuesday next week the Danish Gambling Authority will hold an information session for the new licence holders to inform about upcoming activities on the gambling scene. Licence holders will, among other things, be briefed on how the Danish Gambling Authority will monitor the Danish gambling market and how the Danish Gambling Authority cooperate with gambling authorities in other countries.

    DANISH GAMBLING LIBERALISATION WILL INITIALLY BE RESTRICTED (Update)

    More detail emerges on Danish ID verification delays, and the consequences

    Today (Thursday) the industry is expecting to see which online gambling companies have managed to secure Danish licensing as that nation's gambling liberalisation program takes another step forward.

    Further details have also emerged on the consequences of the recently announced delays in the Damish Gaming Authority's ID verification through DanID, which will not be ready in time for the scheduled market opening on January 1st (see previous InfoPowa reports).

    In order not to derail the liberalisation process entirely, newly licensed operators have been told that they should process ID verification themselves using commonly used official personal identification documents such as passports and driving licences.

    More seriously impacting players and operators alike is a restriction that limits deposits to Danish Kroner 10 000 (around GBP 1,132) and halts withdrawals until such time as DanID gets its act together - hopefully in February 2012.

    Until now the national danish gamesite had a monopoly on danish gaming!! Their payout rate was around 70-80%, so their profit were around 10 times higher than other sites. On the other hand that was good, because 100% of the profit was given to danish sports charity!!

    So let me get this straight.....one can deposit up to 10000kr, but cannot withdraw anything until "sometime in Feb 2012"???

    But I am a bit unsure about the last part.

    My understanding is that players can only deposit up to DKK 10 000 (EUR 1350) and do no withdrawals from a temporary account. This has been the intention ever since operators started to apply for licenses and was also stated in their guideline released some months ago.

    The term temporary account (or provisional gaming account as used by DGA) is a term that describes an account that has not been verified. The player must have the account verified before doing a withdrawal (+ have the opportunity to deposit more that DKK 10 000) and latest 2 months after they registered an account.

    The verification process will usually be done with DanID. But as jetset reported, the DanID implementation is delayed and operators have been told that they should process ID verification themselves using commonly used official personal identification documents such as passports and driving licences .

    My understanding is that operators for a limited period of time can manually verify players account without the use of DanID. And that players therefor also have the opportunity to deposit more than DKK 10 000 and do withdrawals from verified accounts also before they implement DanID.

    As I said, this is only my understanding of the issue

    Newsletter no. 6 about betting and online casino

    This information of 21 December 2011 concerns the implementation of NemID and the validation of identity information.

    Due to the recent challenges of NemID not being ready for use as on 1 January 2012, the Danish Gambling Authority has decided to make it possible for licensees to open permanent accounts in the name of registered players on the following premises:

    1) As of 1 January 2012 cpr. no. validation of the registered players must be carried out.
    2) Validation by the use of NemID or alternative documentation must be carried out prior to 1 March 2012.

    I.e., during the month of January it will not be mandatory to open temporary accounts in the name of either existing or new customers. However, 1 March 2012 at the latest validation must be finalized. If not, due to the entry into force of the Executive Orders as of 1 February 2012 the accounts must be closed.

    In order to assess whether payments of more than DKK 10,000 may call upon attention, until 1 March 2012 the Danish Gambling Authority will carry out selections in the data received in SAFE and by the use of spot checks. In that connection, licensees may be obliged to provide additional information of the accounts in question.

    The Danish Gambling Authority stresses that gaming accounts opened on the 1 February 2012 and onwards will have to be temporary accounts in accordance with the requirements stated in the executive orders.
