RTG payout rate is a lot better than Rival, like reliable pay percentage. It is to keep it consistent with what they can offer.
The main reason is that Rival decided to stop allowing the software to be used within the US. Initially this was for new players only, but in the past such bans have quickly been followed by operators being forced to ditch ALL their US players. Sloto moved to RTG before they were pushed by Rival.
The fact that players are actually WORSE OFF playing the "symbol driven progressives" than the RJs is what makes this a "stupid rule". Further, it is RTG, not the operator, that has to pay a big win from such a progressive, whereas the RJs are internal to individual operators.
Players are actually MORE likely to beat a Sloto bonus by sticking to this rule, and playing only the RJ slots.
In choosing which RJ to go for, they should bear in mind any max cashout cap that will lead to much of their win ending up back with the casino.
Perhaps RTG themselves have some "dark" clause in their contracts with operators that makes allowing players to use bonuses on "symbol driven progressives" a VERY high risk for individual operators.
