If you received $15 free there would be a wagering requirement which will have to be met before cashing in. I presume this was your sign-up bonus.

If you cashed in before the Neteller bonus was added, it will not be considered for the cash-in.

Cash-ins to Neteller normally take 24 - 48 hours after the pending period.
