They are wrong, they CAN impose limits, but it DOES seem confined to cards, not ewallets. I find I have DIFFERENT transaction and total deposit limits for cards at different MGS casinos.
At All Slots, I can keep on depositing well past £3000, yet at Golden Tiger, it cuts out on 2x £600 and I have to wait for it to reset. Grand Mondial have CHANGED my card limit recently. I once could make a SINGLE £400 deposit, but now am restricted to £300 (roughly) in a single transaction.
Permanent exclusion SHOULD be offered, because even if this meant other casinos could grab such players, they would be ROGUE to do so because they would be preying on the compulsive gambler, whilst the reputable casinos would be permanently excluding them. Surely the reputable casinos do NOT want to be seen profiting from the vulnerable, leave that to the rogues, and then BUST them for it.
