Open it using 'Paint' or similar.
Use the 'Stretch & Skew' function to make it approx 70% of the original size.
Check the attributes to make sure it's less than (though as close as possible to) 640 X 480 pixels.
If it's not right, press 'ctrl + Z' to undo the re-sizing & do it again at a different % until it is right.
Save it as a JPEG and upload.
